Introduction

Namibia, officially the Republic of Namibia, is a Southern African country with a population of approximately 2.6 million. It has extensive Atlantic Ocean coastlines and shares borders with Angola, Zambia, Botswana, South Africa, and Zimbabwe. The economy is primarily driven by mining (diamonds, uranium, copper), agriculture and livestock farming, fishing, tourism, and emerging sectors such as renewable energy and green hydrogen projects.

In the field of conformity assessment and accreditation, Namibia does not have its own independent national accreditation body operating under ISO/IEC 17011. Instead, the country relies on the Southern African Development Community Accreditation Service (SADCAS), a multi-economy accreditation body that serves several SADC member states without national systems, including Namibia. SADCAS fully complies with ISO/IEC 17011 and is a signatory to the Global Accreditation Cooperation Incorporated MRA (the unified successor to International Laboratory association and International body multilateral recognition arrangements since January 2026). This gives internationally recognised status to accredited testing laboratories (ISO/IEC 17025 including medical ISO 15189), inspection bodies (ISO/IEC 17020), management system certification bodies (ISO/IEC 17021), and product certification bodies (ISO/IEC 17065).

The Namibian Standards Institution (NSI) acts as the official National Accreditation Focal Point for SADCAS in Namibia. NSI coordinates accreditation applications, provides support to local conformity assessment bodies, and promotes quality infrastructure for trade, regulatory compliance, and export competitiveness. This regional model allows Namibian organisations to access cost-effective, globally accepted accreditation services without maintaining a full national ISO 17011 body, making it particularly beneficial for key sectors such as mining, food safety, environmental testing, and tourism-related services.

Inspection Body ISO 17020

Namibia does not have a national accreditation body under ISO/IEC 17011, so accreditation of inspection bodies is provided by the Southern African Development Community Accreditation Service (SADCAS). SADCAS accredits inspection bodies in full compliance with ISO/IEC 17020:2012 (Conformity assessment — Requirements for the operation of various types of bodies performing inspection). SADCAS has been a signatory to the Global Accreditation Cooperation Incorporated MRA for the inspection scope since 28 October 2017, and this status remains active as of 2026.

SADCAS accredits inspection bodies as Type A (independent third-party), Type B, or Type C. These bodies perform inspections of products, processes, installations, services, and systems in various sectors, including mining, construction, agriculture, food safety, automotive, and environmental compliance. Inspection reports and certificates issued by SADCAS-accredited bodies in Namibia are internationally recognised through the Global Accreditation Cooperation Incorporated MRA, which helps reduce duplicate inspections for exports and supports regulatory requirements.

The Namibian Standards Institution (NSI) serves as the National Accreditation Focal Point. NSI assists local inspection bodies with applications, coordinates assessments, and promotes accreditation. SADCAS achieved signatory status to the International body MLA (now integrated under the Global Accreditation Cooperation Incorporated MRA since January 2026) for the ISO/IEC 17065 scope on 6 December 2023, ensuring that certificates issued by SADCAS-accredited bodies receive full international multilateral recognition.

This accreditation scheme allows certification bodies to issue certificates for products against technical regulations, voluntary standards, or specific conformity schemes (e.g., for agricultural products, mining materials, consumer goods, or export requirements). The Namibian Standards Institution (NSI) serves as the National Accreditation Focal Point in Namibia. NSI assists local or regional certification bodies with applications, coordinates with SADCAS, and supports awareness of product certification benefits for trade and regulatory compliance.

The Namibian Standards Institution (NSI) itself offers product certification services (Standard Mark and Premium Mark) to the Namibian business community, operating in alignment with relevant standards, though its primary accredited activities focus on testing and metrology. Accreditation Laboratory ISO 17065 / ISO 15185

ISO/IEC 17065 applies only to product, process, and service certification bodies (covered in section 9) and is not used for laboratories. There is no such standard as ISO 15185 — this is likely a typo for ISO 15189 (medical laboratories). General testing and calibration laboratories use ISO/IEC 17025.

ISO/IEC 17025 (Testing & Calibration Laboratories) Yes – via SADCAS. Namibia has several testing and calibration laboratories accredited under ISO/IEC 17025:2017 through the Southern African Development Community Accreditation Service (SADCAS). SADCAS is a signatory to the Global Accreditation Cooperation Incorporated MRA for this scope, providing full international recognition.

ISO 15189 (Medical Laboratories) Yes – via SADCAS. Several medical and clinical pathology laboratories in Namibia are accredited or working toward accreditation under ISO 15189 for clinical biology, haematology, microbiology, and related medical testing. SADCAS provides the accreditation pathway with international recognition through the Global Accreditation Cooperation Incorporated MRA. PathCare Namibia and other major medical labs have pursued or achieved this standard to ensure quality in healthcare diagnostics.

Practical implications for entities in Namibia Laboratories accredited by SADCAS under ISO/IEC 17025 and ISO 15189 deliver competent, traceable, and internationally accepted test results. This is especially useful for mining exports, food product testing, environmental compliance, and clinical diagnostics. The Namibian Standards Institution (NSI) acts as the focal point to assist labs with accreditation applications.

Rating Agencies ISO 14064 / ISO 17021

Namibia does not have any locally based or SADCAS-accredited rating agencies or verification bodies specifically for ISO 14064 (Greenhouse gases — Parts 1, 2 & 3 for quantification, reporting, and verification/validation of GHG statements) in combination with ISO/IEC 17021 (requirements for bodies providing audit and certification of management systems, such as ISO 14001 environmental management systems with GHG elements).

SADCAS, the multi-economy accreditation body serving Namibia, does not currently offer accreditation scopes for GHG quantification, verification, or validation under ISO 14064-3, ISO 14065 (requirements for bodies validating/verifying environmental information), or ISO/IEC 17029 (general requirements for validation and verification bodies). There is also no combined accreditation for GHG-related rating activities integrated with management system certification under ISO/IEC 17021.

Namibia has no dedicated national GHG verification or carbon footprint rating system. Corporate and project-level GHG accounting, reporting, and verification (e.g., Scope 1-3 emissions, carbon footprint calculations for mining, energy, or agriculture sectors) are typically handled by external accredited bodies. International providers that operate in or serve Namibia include:

Certificates and verification statements from these globally accredited bodies are internationally recognised.

Practical implications If your organisation in Namibia requires accredited GHG verification or validation (for carbon neutrality claims, supply chain requirements, or regulatory preparation), the recommended approach is to engage one of the above external providers. They have experience working in the Southern African region and can perform on-site or remote verification aligned with ISO 14064.

SADCAS does support general environmental management system certification (ISO 14001 via ISO/IEC 17021), but this does not cover specific GHG statement verification under ISO 14064.
