Nicaragua

Nicaragua is a Central American country with a population of approximately 7 million. Its economy is based on agriculture (coffee, sugarcane, bananas), mining, manufacturing, tourism, and remittances. As a developing economy, Nicaragua is working to strengthen its quality infrastructure to support exports, attract foreign investment, and improve consumer protection.

In conformity assessment and accreditation, Nicaragua’s national system is led by the Oficina Nacional de Acreditación (ONA), under the Ministry of Development, Industry and Commerce (MIFIC). ONA operates as the national accreditation body in accordance with ISO/IEC 17011. It is a full member of the InterAmerican Accreditation Cooperation (IAAC). While ONA previously held International Laboratory association MRA signatory status for calibration, its current multilateral recognition is limited. Most internationally recognised accreditations for Nicaraguan laboratories and certification bodies are still achieved through foreign accreditation bodies or regional arrangements.

Nicaragua does not yet hold full signatory status in the Global Accreditation Cooperation Incorporated MRA (the unified successor to International Laboratory association and International body since January 2026). This means that while local accreditation is available, many Nicaraguan conformity assessment bodies seek additional foreign accreditation (e.g., from Mexico, Colombia, or the United States) for broader international acceptance, especially for exports.

Inspection Body ISO 17020

Nicaragua has a national framework for accrediting inspection bodies under ISO/IEC 17020 (Conformity assessment — Requirements for the operation of various types of bodies performing inspection). The Oficina Nacional de Acreditación (ONA), the national accreditation body under the Ministry of Development, Industry and Commerce (MIFIC), is responsible for this accreditation scheme.

ONA accredits inspection bodies as Type A (independent), Type B, or Type C. These bodies perform inspections of products, processes, installations, services, and systems in areas such as construction, food safety, industrial equipment, vehicles, and regulatory compliance. ONA has historically maintained recognition through the InterAmerican Accreditation Cooperation (IAAC) for the ISO/IEC 17020 scope.

Current International Status (as of 2026): ONA is a full member of IAAC. While it previously held International Laboratory association MRA signatory status for inspection (via the IAAC MLA), its current multilateral recognition is limited. Accreditation Laboratory ISO 17065 / ISO 15185

Important Note on Standards:

  • ISO/IEC 17065 applies to product, process, and service certification bodies — it is not used for laboratories.
  • ISO 15185 does not exist. This is a typo for ISO 15189 (Medical laboratories — Requirements for quality and competence).
  • Testing and calibration laboratories use ISO/IEC 17025.

ISO/IEC 17025 (Testing & Calibration Laboratories)

Yes – Nicaragua has several testing and calibration laboratories accredited under ISO/IEC 17025 by the Oficina Nacional de Acreditación (ONA). These laboratories cover areas such as food testing, water quality, environmental analysis, construction materials, and chemical testing.

ONA is a member of the InterAmerican Accreditation Cooperation (IAAC). However, it does not currently hold full signatory status in the Global Accreditation Cooperation Incorporated MRA. As a result, ONA-accredited laboratories have good national and some regional recognition, but for strong international acceptance (especially for exports), many laboratories maintain additional accreditation from foreign bodies (e.g., from Mexico or Colombia).

ISO 15189 (Medical Laboratories)

Yes – A limited number of medical laboratories (laboratorios clínicos) in Nicaragua are accredited under ISO 15189 by ONA. These mainly cover clinical biology, microbiology, and pathology testing. Accreditation helps improve the quality of medical diagnostics, though international recognition remains limited.

ISO/IEC 17065 Note: No laboratories are accredited under ISO/IEC 17065, as this standard is exclusively for product certification bodies (covered in section 9).

Rating Agencies ISO 14064 / ISO 17021

Nicaragua does not have any locally accredited rating agencies or verification bodies under ISO 14064 (Greenhouse gases) combined with ISO/IEC 17021 (management systems certification).

The Oficina Nacional de Acreditación (ONA), Nicaragua’s national accreditation body, does not currently offer accreditation scopes for GHG quantification, verification, validation, or rating activities under ISO 14064-3, ISO 14065, or ISO/IEC 17029. There is also no combined accreditation for GHG-related rating with management system certification under ISO/IEC 17021.

Nicaragua has no dedicated national GHG verification system or carbon footprint rating program. Corporate or project-level GHG accounting, reporting, and verification (Scope 1-2-3 emissions, carbon inventories, etc.) are typically carried out by external accredited bodies from other countries, most commonly from Mexico, Colombia, Costa Rica, or international firms.
