Morocco

Morocco, officially the Kingdom of Morocco, is a North African country with a population exceeding 37 million. It is strategically located at the crossroads of Europe, Africa, and the Middle East, with coastlines on both the Atlantic Ocean and the Mediterranean Sea. The economy is diverse and export-oriented, relying heavily on agriculture (especially citrus, olives, and phosphates), tourism, automotive and aerospace manufacturing, textiles, renewable energy (notably solar and wind), and mining. Morocco has signed numerous free trade agreements, including the EU Association Agreement, the US-Morocco Free Trade Agreement, and participation in the African Continental Free Trade Area (AfCFTA), making quality infrastructure and conformity assessment critical for international trade competitiveness.

In the field of conformity assessment and accreditation, Morocco has established a national system led by the Moroccan Accreditation Service (SEMAC – Service Marocain d’Accréditation), which operates as the sole national accreditation body under the supervision of the Ministry of Industry and Commerce (specifically the Directorate of Consumer Protection, Market Surveillance and Quality – DPCSMQ). SEMAC is structured to comply with the requirements of ISO/IEC 17011:2017 (Conformity assessment – Requirements for accreditation bodies accrediting conformity assessment bodies) and accredits various types of conformity assessment bodies (CABs), including testing and calibration laboratories, inspection bodies, product certification bodies, and management system certification bodies.

SEMAC is a full member of the Arab Accreditation Cooperation (ARAC), the regional accreditation cooperation for Arab countries, and participates in its multilateral recognition activities within the Arab region. However, as of March 2026, SEMAC is not a signatory to the multilateral recognition arrangements of the Global Accreditation Cooperation Incorporated (the unified successor to International Laboratory association and International body since January 2026) nor to the European co-operation for Accreditation (EA) MLA.

This means that accreditations issued by SEMAC are primarily recognised at the national level and within the ARAC region through peer evaluation and bilateral arrangements, but for broader international acceptance (especially in Europe, North America, or major export markets), many Moroccan CABs seek accreditation from foreign signatory bodies such as COFRAC (France), UKAS (United Kingdom), or other Global Accreditation Cooperation Incorporated signatories.

The national system supports key regulatory programs, including the PortNet platform for import/export conformity verification (PCA – Procédure de Certification de la Conformité), where accredited inspection bodies (often ISO/IEC 17020 compliant) perform pre-shipment verification. Laboratories accredited to ISO/IEC 17025 and medical laboratories to ISO 15189 play an important role in food safety, environmental monitoring, and clinical diagnostics. Overall, Morocco’s accreditation infrastructure is functional and continuously developing to meet domestic regulatory needs and support export growth, while relying on regional (ARAC) and selective international partnerships for wider recognition.

Key International Observer/Member Roles for Morocco:

Accreditation Body ISO 17011

The Moroccan Accreditation Service (SEMAC – Service Marocain d’Accréditation) is the sole national accreditation body in Morocco and operates under the authority of the Ministry of Industry and Commerce, specifically within the Directorate of Consumer Protection, Market Surveillance, and Quality (DPCSMQ). SEMAC functions in full compliance with ISO/IEC 17011:2017 (Conformity assessment – Requirements for accreditation bodies accrediting conformity assessment bodies), which sets out the general requirements for competence, impartiality, consistent operation, and the management system of accreditation bodies.

SEMAC accredits various conformity assessment bodies (CABs) nationally, including testing and calibration laboratories (ISO/IEC 17025), medical laboratories (ISO 15189), inspection bodies (ISO/IEC 17020), product certification bodies (ISO/IEC 17065), and management system certification bodies (ISO/IEC 17021). It maintains a quality management system aligned with national legislation (Law No. 12-06 on standardization, certification, and accreditation, and Decree No. 2-10-252) and the ISO/IEC 17011 standard, ensuring structured processes for accreditation applications, assessments, surveillance, and decision-making.

SEMAC is a full member of the Arab Accreditation Cooperation (ARAC), the regional cooperation for Arab economies, and participates in ARAC’s peer evaluation and recognition activities within the Arab region. However, as of March 2026, SEMAC is not a signatory to the Multilateral Recognition Arrangement (MRA) of Global Accreditation Cooperation Incorporated (the unified successor to International Laboratory association and International body since January 2026), nor to the European co-operation for Accreditation (EA) MLA (Morocco’s EA associate membership was voluntarily ended in 2021 after a brief suspension in 2020).

This means SEMAC-accredited results enjoy national recognition and regional acceptance through ARAC arrangements, but for full multilateral international recognition (e.g., in Europe, North America, or major global markets), Moroccan CABs often pursue accreditation from foreign Global Accreditation Cooperation Incorporated signatories such as COFRAC (France) or others.

SEMAC plays a key role in supporting Morocco’s trade and regulatory framework, including the PortNet platform for import/export conformity verification (PCA program), where accredited inspection bodies perform pre-shipment checks. The official SEMAC framework is detailed on the Ministry of Industry website (mcinet.gov.ma), including procedures for accreditation symbols, suspension/withdrawal, and reference rules (e.g., documents A 218.02 and A 112.03). Entities in Morocco can apply directly to SEMAC for accreditation, with services focused on domestic compliance, export support, and alignment with international trade requirements.

Inspection Body ISO 17020

Morocco has a national system for accrediting inspection bodies under ISO/IEC 17020 (Conformity assessment — Requirements for the operation of various types of bodies performing inspection), managed by the Moroccan Accreditation Service (SEMAC). SEMAC accredits inspection bodies (organismes d’inspection) to the Moroccan adoption of the standard, known as NM ISO/IEC 17020, covering Type A (independent third-party), Type B, and Type C inspection bodies. These bodies perform inspections of products, processes, installations, services, and systems, ensuring competence, impartiality, and consistent operation.

Country is free economy having independant AB like UKJAS  Accreditation ( UKJAS ) https://ukjas.com , World Yoga Accreditation Board ( WYAB) https://worldyoga.us/ ,  World Organic Accreditation Board ( WOAB) https://worldorganic.us/  and Sanatan Dharma Accreditation board ( SDAB ) https://sanatanboards.com/  etc member of IAF-AB as well as national accreditation board member of international body

SEMAC accredits inspection bodies in key areas such as product conformity assessment (e.g., for industrial imports under the market surveillance program), pre-shipment verification, and regulatory compliance. A notable example is SGS Maroc S.A., which became the first Moroccan organization to obtain ISO/IEC 17020 accreditation from SEMAC on July 21, 2023, as a Type A inspection body authorized for conformity assessment services in the PCA (Product Conformity Assessment) program via PortNet. Other international providers like Intertek and Bureau Veritas also offer ISO/IEC 17020-accredited services in Morocco, often for import/export verification, with some holding joint or local accreditations from SEMAC.

Lists of accredited inspection bodies are published by the Ministry of Industry and Commerce (mcinet.gov.ma), including historical versions (e.g., as of December 2020 and updates through 2025). These lists detail accreditation scopes, validity, and accredited entities. For the most current register or detailed scopes, consult the official Ministry portal or contact SEMAC directly, as the accreditation process follows structured documents (e.g., AI 411 for application requirements).

Recognition of SEMAC-accredited ISO/IEC 17020 inspection bodies is primarily national and regional through the Arab Accreditation Cooperation (ARAC), where ARAC maintains an MLA covering ISO/IEC 17020. However, SEMAC is not a signatory to the Global Accreditation Cooperation Incorporated MRA (successor to International Laboratory association/International body),

so for broader international acceptance (e.g., in Europe or major export markets), entities often use inspection bodies accredited by foreign Global Accreditation Cooperation Incorporated signatories (e.g., COFRAC-France or others). This setup supports Morocco’s trade programs like PCA for imports/exports, reducing barriers while aligning with national regulations.

Certification Body ISO 17021

Morocco has a national framework for accrediting certification bodies that provide audit and certification of management systems under ISO/IEC 17021-1 (Conformity assessment — Requirements for bodies providing audit and certification of management systems). The Moroccan Accreditation Service (SEMAC), as the national accreditation body operating under ISO/IEC 17011, accredits such bodies for scopes including quality management (ISO 9001), environmental management (ISO 14001), occupational health and safety (ISO 45001), food safety (ISO 22000), and others.

A prominent example is SGS Maroc S.A., which holds SEMAC accreditation (e.g., under SEMAC-MC-001) specifically for ISO/IEC 17021-1, covering quality, environmental, occupational health & safety, and food safety management systems. This accreditation enables SGS to issue nationally recognised certificates for management systems in Morocco. Other certification bodies operate in the country, including international firms like Bureau Veritas, Intertek, or local/foreign providers, though many rely on accreditation from foreign Global Accreditation Cooperation Incorporated signatories (e.g., COFRAC-France or others) for broader international recognition.

SEMAC maintains lists of accredited certification bodies through the Ministry of Industry and Commerce portal (mcinet.gov.ma), including scopes, accreditation numbers, and validity periods. However, since SEMAC is not a signatory to the Global Accreditation Cooperation Incorporated MRA (successor to International body MLA),

certificates issued by SEMAC-accredited bodies under ISO/IEC 17021-1 are primarily recognised nationally and regionally within the Arab Accreditation Cooperation (ARAC) framework. For full multilateral international acceptance (e.g., in Europe, the US, or major export markets), Moroccan organisations often obtain management system certifications from bodies accredited by Global Accreditation Cooperation Incorporated signatories.

Entities seeking ISO 17021-accredited services can apply through SEMAC-accredited bodies like SGS Maroc or contact the Ministry for the current accredited list and detailed scopes.

Product Certification Body ISO 17065

Morocco maintains a national accreditation framework for product certification bodies operating under ISO/IEC 17065 (Conformity assessment — Requirements for bodies certifying products, processes and services), managed by the Moroccan Accreditation Service (SEMAC) as the official national accreditation body. SEMAC accredits these bodies to NM ISO/IEC 17065 (the Moroccan national adoption of the standard), enabling them to certify products, processes, or services against specified requirements, such as technical regulations, voluntary schemes, or conformity marks (e.g., related to the CMIM mark or export compliance).

The Ministry of Industry and Commerce publishes an official list of accredited product certification bodies under NM ISO/IEC 17065, including accreditation scopes, numbers, validity dates, and accredited entities (available on mcinet.gov.ma, with the latest version referenced as of 2025). This list confirms active accreditations, though exact names and numbers vary over time due to renewals, expansions, or suspensions. SEMAC-accredited bodies support domestic regulatory needs, such as product conformity for market surveillance, voluntary certifications (e.g., organic, quality marks), and aspects of the PortNet PCA (Procédure de Certification de la Conformité) program for imports/exports.

Recognition of SEMAC-accredited ISO/IEC 17065 certifications is primarily national and regional through the Arab Accreditation Cooperation (ARAC) MLA, which includes product certification scopes. However, SEMAC is not a signatory to the Global Accreditation Cooperation Incorporated MRA (the unified successor to International body MLA since January 2026), meaning certificates may not enjoy automatic multilateral global acceptance. For broader international recognition (e.g., in Europe, the US, or major export markets), Moroccan organizations often obtain product certifications from bodies accredited by foreign Global Accreditation Cooperation Incorporated signatories (e.g., COFRAC-France, UKAS, or others).

Examples of bodies active in Morocco include international firms like SGS Maroc, Bureau Veritas, or Intertek, which may hold SEMAC accreditation for certain scopes or operate with joint/foreign accreditations to cover product certification needs. Entities seeking ISO/IEC 17065-accredited services can consult the Ministry’s published lists (e.g., “Liste des organismes de certification produits accrédités selon la NM ISO/IEC 17065”) or contact SEMAC directly for the current register, application procedures, and detailed scopes.

Accreditation Laboratory ISO 17065 / ISO 15185

ISO 15189 for medical laboratories; likely a reference to testing/calibration labs under ISO/IEC 17025 as well, similar to previous queries. ISO/IEC 17065 does not apply to laboratories.)

ISO/IEC 17025 (Testing & Calibration Laboratories) Yes – Morocco has multiple testing, analysis, and calibration laboratories accredited under NM ISO/IEC 17025:2018 (the national adoption of ISO/IEC 17025) by the Moroccan Accreditation Service (SEMAC). These cover areas such as industrial testing, food safety, environmental analysis, materials, metrology, and calibration (e.g., force, pressure, temperature, mass).

Examples include:

  • QualiMet laboratory in Casablanca (triple-accredited by SEMAC, COFRAC-France, and TUNAC-Tunisia for calibration and testing).
  • Various labs listed in official Ministry publications (e.g., updated lists as of June 2025 and December 2024 on mcinet.gov.ma).

The Ministry of Industry and Commerce maintains and publishes the current list of accredited laboratories under NM ISO/IEC 17025, including detailed scopes, accreditation numbers, validity dates, and contact information. These accreditations support national regulatory compliance, export testing, and programs like PortNet PCA (conformity verification). Recognition is primarily national and regional via ARAC (Arab Accreditation Cooperation) MLA, but for global acceptance, many labs hold or seek additional foreign accreditations (e.g., COFRAC or others under Global Accreditation Cooperation Incorporated).

ISO 15189 (Medical Laboratories) Yes – Several medical biology laboratories (laboratoires d’analyses de biologie médicale) are accredited under NM ISO 15189 by SEMAC. These cover clinical biology, pathology, microbiology, and related medical examinations.

The Ministry publishes an official list of accredited medical laboratories under NM ISO 15189 (latest versions as of May 2025 on mcinet.gov.ma), including scopes of accreditation and accredited entities. This supports clinical diagnostics, public health, and regulatory requirements in healthcare. Recognition follows the same pattern: national/regional via ARAC, with international needs often met through foreign-accredited partners.

ISO/IEC 17065 Note No laboratories are accredited under ISO/IEC 17065, as this standard applies exclusively to product, process, and service certification bodies (covered in section 9). Laboratories use ISO/IEC 17025 or ISO 15189.

Practical implications for entities in Morocco Laboratories accredited by SEMAC under these standards provide reliable, traceable results for domestic use, trade compliance, and export. For full international/multilateral recognition, consult bodies with Global Accreditation Cooperation Incorporated signatory accreditation. Check the latest official lists on the Ministry website (mcinet.gov.ma → Qualité et Surveillance des Marchés → Accréditation) or contact SEMAC for current accredited laboratories, scopes, and applications.

Rating Agencies ISO 14064 / ISO 17021

Morocco does not have any locally based or nationally accredited rating agencies or verification bodies specifically accredited under ISO 14064 (the series for greenhouse gas quantification, reporting, and verification/validation, particularly ISO 14064-3 for verification/validation) in combination with ISO/IEC 17021 (requirements for bodies providing audit and certification of management systems, such as ISO 14001 environmental management with GHG elements).

No evidence exists of SEMAC (the national accreditation body) offering accreditation scopes for GHG quantification/rating, verification/validation under ISO 14064-3, ISO 14065 (requirements for GHG validation/verification bodies), or ISO/IEC 17029 (general requirements for validation/verification bodies), nor for combined GHG-related rating with management system certification under ISO/IEC 17021.

The Moroccan Institute for Standardization (IMANOR) has established a national mechanism for verifying GHG emission reports (carbon footprints), launched around 2025, where certified experts conduct verifications in accordance with ISO 14064 requirements to ensure international recognition of results.

This supports corporate transparency and compliance (e.g., for EU CBAM preparations from 2026), with a legislative bill passed in June 2025 empowering a domestic body to issue certificates validating embedded carbon reporting. However, this is a national verification system using certified experts rather than accredited bodies under ISO 14065/17029 or integrated with ISO 17021 scopes. No dedicated local “rating agencies” (e.g., for GHG/ESG ratings combining quantification and certification) are accredited by SEMAC.

Practical implications for entities in Morocco Organizations, industries (e.g., phosphates, manufacturing, energy), or exporters requiring GHG verification/validation (e.g., corporate carbon footprint to ISO 14064-1/3, Scope 1-3 emissions assurance, or alignment with CDP, CSRD, or national/EU frameworks) or related management system certifications (e.g., ISO 14001 with GHG integration) typically engage external accredited bodies.

Providers such as SGS Maroc (which offers ISO 14064-related training and services, including lead verifier courses), Bureau Veritas, TÜV SÜD, LRQA, or others operate in Morocco and provide GHG verification/validation aligned to ISO 14064, often accredited under Global Accreditation Cooperation Incorporated arrangements (e.g., by COFRAC-France or other signatories). These services ensure international recognition beyond the ARAC regional level.

For national-level carbon footprint verification, entities can use IMANOR’s certified experts under the ISO 14064-aligned system. No local SEMAC-accredited GHG rating or combined ISO 14064/17021 bodies exist as of March 2026; external providers remain the standard for accredited, globally accepted services.

GHG Verification / Validator

Morocco does not have any locally based or nationally accredited GHG verification or validation bodies (also known as validators/verifiers) accredited by SEMAC (the national accreditation body) under the key international standards for GHG activities, such as ISO 14064-3 (for verification/validation of GHG statements), ISO 14065 (general requirements for bodies validating/verifying environmental information), or ISO/IEC 17029 (general requirements for validation and verification bodies). SEMAC does not offer or list accreditation scopes specifically for GHG verification/validation, and Morocco is not a signatory to the Global Accreditation Cooperation Incorporated MRA for these activities (as of March 2026). There are also no indications of ARAC (Arab Accreditation Cooperation) accrediting Moroccan bodies for GHG scopes under these standards.

Instead, Morocco has developed a national verification mechanism for greenhouse gas (GHG) emission reports and carbon footprints, launched by the Moroccan Institute for Standardization (IMANOR) in 2025. This system allows companies to submit GHG reports for verification by certified experts, conducted in accordance with ISO 14064 requirements (primarily ISO 14064-1 for quantification/reporting and ISO 14064-3 for verification principles).

Each verification results in a detailed opinion and comprehensive report from IMANOR, assessing data quality, quantification methods, and compliance with standards. This mechanism supports corporate transparency, CSR initiatives, international partner requirements, and preparations for mechanisms like the EU CBAM (effective from 2026). It ensures international recognition of results through alignment with ISO 14064, but it relies on certified experts rather than formally accredited third-party validation/verification bodies under ISO 14065 or ISO/IEC 17029.

For accredited GHG verification/validation (e.g., corporate carbon footprints, Scope 1-3 emissions assurance, project-level reductions, or alignment with voluntary schemes like CDP, CSRD, or national/international trading), Moroccan entities typically engage external accredited bodies. International providers operating in or serving Morocco include:

  • SGS Maroc (offers ISO 14064-related services, including lead verifier training and verification audits aligned with ISO 14064-1/3).
  • Bureau Veritas, LRQA, TÜV SÜD, or similar multinational firms accredited under Global Accreditation Cooperation Incorporated arrangements (e.g., by ANAB, COFRAC, or others) for ISO 14065/14064-3 scopes.

These external bodies provide internationally recognised verification statements suitable for export, investor, regulatory, or supply-chain needs. Examples include verifications for major Moroccan companies like OCP Group (which has undergone ISO 14064-1 verification by external parties).

  • Use IMANOR’s national mechanism for domestic carbon footprint verification aligned with ISO 14064 (contact IMANOR directly for certified experts and process).
  • For accredited, globally accepted GHG verification/validation, contact external providers like SGS Maroc or LRQA.
  • No local SEMAC-accredited GHG verifier/validator exists; reliance on national certified experts or foreign accredited bodies remains the norm.
