Introduction

Croatia‘s national accreditation body Hrvatska akreditacijska agencija (HAA) – Croatian Accreditation Agency – is the sole independent public institution accrediting conformity assessment bodies to international standards like ISO/IEC 17025, 15189, 17021, 17065, and 14064.​

Accreditation Overview

HAA, established in 2005 under the Ministry of Economy and Sustainable Development, complies with ISO/IEC 17011 and EU Regulation 765/2008, ensuring accredited results gain EU market acceptance and international body mutual recognition. It accredits testing labs, medical labs, certification bodies, inspection, and verification entities across regulated and voluntary sectors.​​

International Observer Members

Croatia isn’t typically listed as a specific “International Observer Member” in general organizations but rather as a full member of many (like the UN, WTO, EU, OSCE, NATO) after its independence; however, it was an observer (accéder country) to the EU before joining, and it observes the Organization of American States (OAS) as an observer, with countries like Canada, USA, Brazil, Mexico, Argentina, etc., being members or observers to the same bodies as Croatia. Croatia‘s Hrvatska akreditacijska agencija (HAA) operates as the national accreditation body in full compliance with ISO/IEC 17011:2017 (adopted as HRN EN ISO/IEC 17011), including a management system based on its requirements.

ISO 17011 Compliance

HAA meets all ISO/IEC 17011 provisions for impartiality, competence, and systematic operations, verified through regular EA peer evaluations under EU Regulation 765/2008, ensuring ongoing alignment. Transition to the 2017 edition was completed, supporting full international body MLA signatory status across scopes.​

Inspection Body ISO 17020

Croatia‘s Hrvatska akreditacijska agencija (HAA) accredits inspection bodies (inspekcijska tijela) to HRN EN ISO/IEC 17020:2012 (Type A, B, or C), ensuring competence, impartiality, and consistency for inspections in sectors like commodities, safety valves, and EU Notified Body activities.​

HAA’s ISO/IEC 17020 program, signatory to international body MLA since 2012, covers inspections of products, processes, installations, and services, supporting EU market access and regulatory compliance.
