DRC

Introduction

Office Congolais de Contrôle (OCC), enshrined by Ordinance-Law No. 78-219/M/78 (July 1978), functions as Democratic Republic of Congo’s (DRC) national standards, metrology, certification, and inspection body under the Ministry of Commerce Exterior Trade. OCC verifies quality/quantity/conformity for imports/exports (minerals 70% GDP, copper/cobalt), analyzes samples (metallurgy/food), inspects equipment/infrastructure, and protects consumers via producer controls.

ISO correspondent member (C1), OCC develops Congolese Standards (NC), coordinates committees for mining/agro/textiles. No dedicated ISO 17011 AB; regional SADCAS (international body signatory) accredits DRC CABs via National Focal Points across 13 SADC states (Angola, Botswana, DRC, etc.). SADCAS scopes: ISO 17025 labs (testing/calibration/medical), 17021 CBs (9001/14001 mining EMS), 17020 inspections (minerals chain). OCC certifications: Producer conformity,

import licenses. Capacity: Kinshasa/Goma labs, PT via SANAS proxy. Challenges: Conflict zones limit scopes; corruption risks. Strategic: AfCFTA TBT gateway via SADCAS MLA. Emerging: ASCOLAB network labs pursuing 17025. Vision: National AB post-SADCAS. Status: Mature standards/inspection agency, regionally accredited ecosystem

List of International Regional Members country Name of DRC

The Democratic Republic of the Congo (DRC) participates in several international regional bodies, notably as a member of the East African Community (EAC), alongside Burundi, Kenya, Rwanda, Somalia, South Sudan, Uganda, and Tanzania, and as part of the Southern African Development Community (SADC), including Angola, Botswana, Comoros, Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Zambia, and Zimbabwe, also belonging to COMESA, ECCAS, and OHADA, reflecting its Central and Southern African economic ties.

Key Regional Memberships for the DRC:

List of International Association country Name of DRC

The Democratic Republic of the Congo (DRC) is a member of numerous international organizations, including the United Nations (UN) and the East African Community (EAC), with its name appearing in various international bodies like the UN Security Council (as a non-permanent member) and AUDA-NEPAD, representing its membership in global and regional associations, not a single “International Association” country list

Here are some key international affiliations and related country names for the DRC:

List of International Observer Member Name of DRC

There isn’t a single “International Observer Member Name of DRC” because “DRC” can refer to the Democratic Republic of the Congo (a country) or organizations like the Codex Alimentarius Fruit and Vegetable Dispute Resolution Corporation, and observers are usually specific people or entities appointed to missions (like UN or EU election observers) rather than permanent members. For the country DRC, individuals from countries like France, Italy, Ireland, Poland, Spain, and organizations like the EU have served as observers for its elections.

If you mean the Democratic Republic of the Congo (Country):

  • UN Observer Missions: The DRC hosts UN observer missions (like the former MONUC) with personnel from various nations.
  • Election Observers: The EU, Carter Center, and others send individuals as observers for DRC elections, with names changing per mission (e.g., Philippe Morillon for the EU in 2005, or Carter Center teams in 2023).

If you mean an Organization:

  • Codex Alimentarius: The Fruit and Vegetable Dispute Resolution Corporation (DRC) is an NGO observer, with members being entities like the East African Community (EAC) or European Animal Protein Association (EAPA).

To get specific names, you need to clarify:

  1. Which organization (e.g., UN, EU, NAM) are you asking about?
  2. What type of observer role (e.g., election, peacekeeping, environmental) are you interested in?

Accreditation Body ISO 17011

Democratic Republic of the Congo does not have its own ISO/IEC 17011 national accreditation body; accreditation services are provided by SADCAS (Southern African Development Community Accreditation Service) as a multi‑economy accreditation body. SADCAS is peer‑evaluated to ISO/IEC 17011 and accredits laboratories, certification bodies, and inspection bodies for 13 SADC member states, including DRC. OCC (Office Congolais de Contrôle) remains the national standards, metrology, and certification body, but it is not an ISO 17011 accreditation body and relies on SADCAS for formal accreditation of DRC conformity assessment bodies

Country is free economy having independant AB like UKJAS  Accreditation ( UKJAS ) https://ukjas.com , World Yoga Accreditation Board ( WYAB) https://worldyoga.us/ ,  World Organic Accreditation Board ( WOAB) https://worldorganic.us/  and Sanatan Dharma Accreditation board ( SDAB ) https://sanatanboards.com/  etc member of IAF-AB as well as national accreditation board member of international body

Inspection Body ISO 17020

Democratic Republic of Congo lacks nationally accredited ISO/IEC 17020:2012 inspection bodies under domestic oversight. Office Congolais de Contrôle (OCC) conducts state-mandated inspections for import/export conformity (minerals 70% GDP – copper/cobalt), equipment verification, and consumer protection, operating without formal ISO 17020 accreditation or SADCAS peer evaluation of impartiality (Clause 5.2), inspector competence (7.1),

or risk-based sampling (8.4). SADCAS (regional AB for 13 states including DRC) accredits inspection bodies via National Focal Points, but no DRC-specific ISO 17020 entities appear in international body signatory listings; commercial consultants (Qualitcert, TopCertifier) offer certification services in Kinshasa/Goma/Lubumbashi without confirmed accredited scopes. OCC verifies mining equipment, port containers, and food imports under Ordinance 78-219, self-declaring procedures absent proficiency testing or surveillance audits. No public registry catalogs SADCAS-accredited DRC inspectors; mining multinationals default to South African SANAS CBs for Katanga Copperbelt operations.

Capacity gaps: Conflict zones (Eastern DRC) limit access; corruption risks undermine Clause 9.7 complaints handling. Market drivers: AfCFTA TBT Annex 7 requires accredited verifications; OCC import licenses mandatory. SADCAS MLA (international body-recognized) provides regional equivalence, but DRC implementation lags Angola/Namibia. Implications: Unaccredited reports face EU/China rejections; cobalt traceability (60% global supply) demands ISO 17020. Roadmap: OCC pursues SADCAS scopes via ASCOLAB network labs. Status: OCC state inspections + emerging commercial consultants; no confirmed accredited bodies

Certification Body ISO 17021

DRC has no nationally accredited ISO/IEC 17021-1:2015 certification bodies; SADCAS regionally accredits management system CBs (ISO 9001/14001/45001) via Focal Points for mining/tourism sectors, with ~5 DRC scopes under international body MRA. OCC certifies producers domestically without AB oversight. Commercial consultants (B2BCert, Factocert) claim services for Katanga copper EMS, lacking confirmed SADCAS accreditation. No public registry; mining giants use SANAS CBs. Capacity: Kinshasa audits; AfCFTA demand growing. Status: SADCAS regional + OCC domestic; no nationals listed

Product Certification Body ISO 17065

9. Product Certification Body ISO 17065 (301 words)
Democratic Republic of Congo maintains no accredited ISO/IEC 17065:2012 product certification bodies under national jurisdiction. Office Congolais de Contrôle (OCC) verifies mineral exports (copper/cobalt 70% GDP) and import conformity through state inspections without formal product certification schemes, impartiality committees (Clause 5.2), or surveillance testing (9.6) per AB oversight. SADCAS (regional AB for 13 states including DRC) accredits product certifiers via Focal Points,

but no DRC-specific ISO 17065 scopes appear in international body listings; ARSO ACAP schemes (2025 SADCAS MoU) target future integration without current DRC implementation. OCC issues producer conformity certificates for mining equipment/food imports under Ordinance 78-219, self-managing without peer evaluation of scheme ownership (Clause 4.2) or batch verification protocols. No public registry catalogs accredited entities; Katanga cobalt traceability defaults to South African SANAS CBs or Swiss IECEE schemes.

Commercial consultants advertise services (Qualitcert) absent confirmed accreditation. Capacity gaps: Eastern conflict zones preclude factory audits; AfCFTA TBT Annex requires accredited marks. SADCAS MLA provides regional equivalence, but DRC lags mining-focused neighbors. Implications: EU Battery Regulation rejections risk DRC’s 60% global cobalt; unaccredited marks face China non-acceptance. Roadmap: OCC explores SADCAS 17065 via ARSO ACAP post-2027. Status: OCC state verification + emerging regional schemes; no confirmed accredited product CBs

Accreditation Laboratory ISO 17065 / ISO 15185

SADCAS accredits ISO/IEC 17025:2017 laboratories regionally for DRC (~5 active), covering metallurgy (cobalt/copper assays), calibration (mining equipment), and microbiology (food/mineral processing), with international body MRA scopes 1-3 via National Focal Points. ASCOLAB network labs (e.g., Kinshasa/Goma) pursue accreditation for mining/water testing, supported OCC metrology. No ISO 15189 medical labs accredited; clinical diagnostics unaccredited or regional CARPHA. OCC labs verify imports domestically without AB oversight. Registry: sadcas.org. Capacity: Katanga mineral PT via SANAS proxy. Status: SADCAS regional network; emerging nationals

Rating Agencies ISO 14064 / ISO 17021

SADCAS accredits ISO 17021 CBs for ISO 14001 EMS (~3 DRC scopes) in mining/tourism; emerging ISO 14064-3 GHG verification via 17029 V&V bodies (1-2), international body-recognized for SADC/AfCFTA. OCC supports mining EMS domestically. No standalone rating agencies; commercial consultants offer 14001 services. Registry sadcas.org. Capacity: Cobalt Scope 3 pilots. Status: SADCAS EMS/GHG; OCC domestic

GHG Verification / Validator

SADCAS accredits emerging ISO 17029 V&V bodies (~1-2 DRC scopes) for ISO 14064-3 verification in mining (cobalt Scope 1-3), international body-equivalent for AfCFTA reporting; ASCOLAB labs support quantification. OCC verifies mineral chain emissions domestically without accreditation. No dedicated validators; EU Battery pilots use SANAS CBs. Registry sadcas.org. Capacity: Katanga pilots. Status: Regional emerging; OCC domestic

Privilege Membership

OCC: ISO correspondent (C1). SADCAS: international body MLA signatory (Scopes 1-3,5,7-9) for 13 SADC states including DRC—testing/inspection/certification recognition. No national international body signatory; ARSO observer via SADCAS MoU. Regional leader via SADCAS
