Introduction
Montenegro, officially known as Crna Gora, is a sovereign country located on the Adriatic coast in Southeast Europe. With a population of around 620,000, it gained independence in 2006 and has been an official candidate for European Union membership since 2012. The country continues to advance its EU accession process, with 14 negotiating chapters provisionally closed as of the 26th Accession Conference on 17 March 2026. Its economy is mainly driven by tourism, renewable energy, maritime services, agriculture, and construction.
In the area of conformity assessment, Montenegro stands out with a well-developed national system, unlike many smaller states. The Accreditation Body of Montenegro (ATCG) serves as the official national accreditation body and operates fully in line with ISO/IEC 17011:2017. ATCG achieved EA MLA signatory status in October 2023 for key scopes including testing and calibration laboratories (ISO/IEC 17025, including medical laboratories under ISO 15189),
inspection bodies (ISO/IEC 17020), and product certification bodies (ISO/IEC 17065). Following a surveillance evaluation in November 2024 and a MAC decision in October 2025 that confirmed the laboratory scopes while deferring inspection and product certification, a follow-up evaluation was successfully completed on 10–12 March 2026.
This gives Montenegrin conformity assessment results strong European recognition, particularly for laboratories, while inspection and product certification remain fully operational at the national level with final multilateral confirmation expected soon.
ATCG also participates in the new Global Accreditation Cooperation Incorporated framework through its EA membership. This national infrastructure provides clear advantages for local businesses, manufacturers, and exporters by reducing technical barriers to trade and supporting smoother EU alignment. Overall, Montenegro’s system delivers reliable, recognised services in testing, inspection, and certification, making it a practical and trusted option for organisations operating in or exporting from the country.

Accreditation Body ISO 17011
The Accreditation Body of Montenegro (ATCG – Akreditaciono Tijelo Crne Gore) serves as the official national accreditation body and operates fully in accordance with ISO/IEC 17011:2017. Located in Podgorica, ATCG is a full member of the European co-operation for Accreditation (EA) and achieved EA MLA signatory status in October 2023 for the key scopes of testing and calibration (ISO/IEC 17025, including medical laboratories under ISO 15189), inspection (ISO/IEC 17020), and product/process/service certification (ISO/IEC 17065). Management system certification under ISO/IEC 17021 remains available nationally but is not covered by the EA MLA.

Following the surveillance evaluation in November 2024 and the 53rd EA MAC decision on 1 October 2025, ATCG maintains full EA MLA signatory status for all laboratory scopes (17025 and 15189), while the decision on inspection and product certification was deferred pending a follow-up evaluation successfully completed on 10–12 March 2026. The final MAC decision on the deferred scopes is expected in May 2026, but all activities continue to be listed as active on the official ATCG register.
ATCG also participates in the new Global Accreditation Cooperation Incorporated framework through its EA membership. This provides strong European and growing global recognition for accredited results, significantly benefiting Montenegrin exporters, manufacturers, and organisations seeking reliable conformity assessment services without repeated testing or certification when accessing EU and international markets.
Inspection Body ISO 17020
The Accreditation Body of Montenegro (ATCG) accredits multiple inspection bodies under ISO/IEC 17020 (adopted nationally as MEST EN ISO/IEC 17020). These bodies perform inspections in key areas such as pressure equipment, vehicles and transport of dangerous goods (ADR), lifts and escalators, measuring instruments, environmental monitoring, and occupational health and safety equipment. All accredited inspection bodies are publicly listed with detailed scopes, accreditation numbers, and validity dates in the electronic register on the official ATCG website at https://www.akreditacija.me/reg.php.
Although ATCG achieved EA MLA signatory status for the inspection scheme in October 2023, the EA MAC deferred the decision on this scope after the surveillance evaluation in November 2024. A follow-up evaluation was successfully completed on 10–12 March 2026, and the final EA MAC decision is expected at the next meeting in May 2026.
