Introduction
Nepal is a landlocked South Asian country with a population of approximately 30 million. It features diverse geography ranging from the high Himalayas to the Terai plains. The economy is mainly driven by agriculture, tourism, hydropower, remittances, and small-scale manufacturing. Nepal is steadily strengthening its quality infrastructure to support exports, attract foreign investment, and align with international trade standards.
In the field of conformity assessment and accreditation, Nepal has a developing national system. The Nepal Accreditation Foundation (NAF) serves as the primary national accreditation body and operates in accordance with ISO/IEC 17011:2017. NAF was accepted as an Associate Member of the Global Accreditation Cooperation Incorporated in January 2026 and is also a member of the International body. Previously, the Accreditation Education Research & Scientific Service Center (AERSSC) played a major role but lost its International Laboratory association MRA signatory status in May 2023 and is now limited to Associate membership.
As of March 2026, Nepal does not hold full signatory status in the Global Accreditation Cooperation Incorporated MRA. This means that while local accreditation is available and growing, many Nepalese conformity assessment bodies still seek additional foreign accreditation (particularly from NABL in India or other APAC members) for broader international acceptance in major export markets. The Nepal Bureau of Standards and Metrology (NBSM) supports standardization and metrology activities, while NAF focuses on accrediting laboratories, inspection bodies, and certification bodies.

Accreditation Body ISO 17011
The Nepal Accreditation Foundation (NAF) is the primary national accreditation body in Nepal and operates in full compliance with ISO/IEC 17011:2017 (Conformity assessment — Requirements for accreditation bodies accrediting conformity assessment bodies). NAF is an independent organisation responsible for evaluating and accrediting conformity assessment bodies (CABs) such as testing and calibration laboratories, inspection bodies, management system certification bodies, and product certification bodies.
On 27 January 2026, NAF was officially admitted as an Associate Member of the Global Accreditation Cooperation Incorporated (the unified global body that replaced International body. NAF is also a member of the International body. This membership allows NAF to build toward future multilateral recognition arrangements (MRA), and the body is actively preparing for expanded scopes with APAC and the new global framework by recruiting assessors and strengthening its processes.
Previously, the Accreditation Education Research & Scientific Service Center (AERSSC) served as Nepal’s accreditation body. However, AERSSC’s International Laboratory association MRA signatory status was suspended in January 2023 and fully withdrawn in May 2023. It is now limited to Associate membership in APAC and International Laboratory association.
Practical implications for entities in Nepal Organisations can apply for accreditation directly through NAF. ISO/IEC 17025 (Testing & Calibration Laboratories)
Yes – Nepal has several testing and calibration laboratories accredited under ISO/IEC 17025 by the Nepal Accreditation Foundation (NAF). These laboratories cover important areas such as food testing, water quality, construction materials, environmental testing, chemical analysis, and mechanical testing.
NAF is actively accrediting laboratories under this standard, and many labs also maintain additional accreditation from NABL (India) for stronger international acceptance. The accredited laboratories support food safety, export compliance, environmental monitoring, and industrial quality control.
ISO 15189 (Medical Laboratories)
Yes – Several medical laboratories in Nepal are accredited under ISO 15189 by NAF. These include clinical biology, pathology, microbiology, and haematology laboratories. Accreditation helps ensure reliable medical test results for healthcare providers and patients.
Note on ISO/IEC 17065: No laboratories are accredited under ISO/IEC 17065, as this standard is exclusively for product certification bodies (already covered in section 9).
Current Status (March 2026): NAF is an Associate Member of Global Accreditation Cooperation Incorporated. This means accreditations granted by NAF under ISO/IEC 17025 and ISO 15189 are nationally recognised and gaining regional acceptance, but they do not yet have full multilateral MRA recognition. For exports and high-level international acceptance, many Nepalese laboratories maintain dual accreditation (NAF + NABL-India or other APAC members).
Rating Agencies ISO 14064 / ISO 17021
Nepal does not have any locally accredited rating agencies or verification bodies specifically operating under ISO 14064 (Greenhouse gases — Parts 1, 2 & 3 for quantification, reporting, and verification/validation) in combination with ISO/IEC 17021 (requirements for bodies providing audit and certification of management systems, such as ISO 14001 environmental management systems with GHG elements).
The Nepal Accreditation Foundation (NAF), Nepal’s national accreditation body under ISO/IEC 17011, currently does not offer accreditation scopes for GHG quantification, verification, or rating activities under ISO 14064-3, ISO 14065 (requirements for bodies validating and verifying environmental information), or ISO/IEC 17029 (general requirements for validation and verification bodies). GHG Verification / Validator
Nepal does not have any locally accredited GHG verification or validation bodies (validators/verifiers) under ISO 14064-3 (verification and validation of greenhouse gas statements), ISO 14065, or ISO/IEC 17029. The Nepal Accreditation Foundation (NAF), the national accreditation body under ISO/IEC 17011, does not currently offer accreditation scopes for GHG verification/validation activities.
Nepal has no dedicated national GHG verification system, carbon registry, or accredited validator body as of March 2026.
