Niger

Niger, officially the Republic of Niger, is a large landlocked country in West Africa with a population of approximately 27 million. Its economy is primarily based on agriculture (millet, sorghum, livestock), mining (uranium, gold), and informal trade. As a developing nation and member of the West African Economic and Monetary Union (UEMOA), Niger is gradually strengthening its quality infrastructure to support trade, food safety, and consumer protection under regional frameworks.

In conformity assessment and accreditation, Niger does not have a fully independent and internationally recognised national accreditation body under ISO/IEC 17011. The country relies on the Système Ouest Africain d’Accréditation (SOAC), the regional accreditation body for UEMOA member states (including Niger). SOAC operates under ISO/IEC 17011 and provides accreditation services across the region. Niger’s national standards body is the Direction de la Normalisation, de la Métrologie et de la Certification (DNMC) under the Ministry of Industry and Private Sector Development, which acts as the focal point for quality and accreditation matters.

Niger’s conformity assessment infrastructure is still developing, with limited local accredited laboratories and certification bodies. Most internationally recognised testing, inspection, and certification services are provided by foreign or regionally accredited bodies (often from Senegal, Côte d’Ivoire, or Europe). SOAC holds some recognition through AFRAC (African Accreditation Cooperation), but full Global Accreditation Cooperation Incorporated MRA signatory status for Niger remains limited

The Agence Nigérienne de Normalisation, de Métrologie et de Certification (ANMC) is the main national body responsible for standardization, metrology, certification, and quality promotion. However, ANMC does not yet function as a full-fledged accreditation body that accredits conformity assessment bodies (laboratories, inspection bodies, certification bodies, etc.) in compliance with ISO/IEC 17011.

Instead, Niger relies on the regional accreditation system provided by the Système Ouest Africain d’Accréditation (SOAC), the official accreditation body for the eight member states of the West African Economic and Monetary Union (UEMOA), which includes Niger.
