San Marino, officially the Republic of San Marino, is a small landlocked microstate in Southern Europe, completely surrounded by Italy. With a population of around 34,000, it is one of the world’s smallest countries. Its economy is based on tourism, banking, finance, manufacturing (especially ceramics, wine, and textiles), and services.
Due to its very small size, San Marino does not have a fully independent and comprehensive national accreditation infrastructure. The San Marino Accreditation Service (SMAS) was established as the national accreditation body and operates under ISO/IEC 17011. It became a member of the European co-operation for Accreditation (EA) in 2023. However, SMAS remains a relatively small body with limited scope and does not yet hold full multilateral recognition (MLA/MRA signatory status) in the Global Accreditation Cooperation Incorporated framework.

Accreditation Body ISO 17011
San Marino has a national accreditation body called the San Marino Accreditation Service (SMAS). It operates under ISO/IEC 17011:2017 and is the official accreditation body of the Republic of San Marino.
SMAS was established as a division of the Economic Development Agency – Chamber of Commerce and was formally appointed by the San Marino Government to accredit certification bodies in accordance with European Regulation 765/2008. In May 2023, SMAS became a full Member of the European co-operation for Accreditation (EA).
Current Status (2026):
- SMAS is the only national accreditation body in San Marino.
- It primarily focuses on the accreditation of certification bodies (management systems and product certification).
- SMAS is an EA Member but does not yet hold full EA MLA signatory status or full signatory status in the Global Accreditation Cooperation Incorporated MRA.
- Due to its small size, its scope and number of accredited bodies remain limited compared to larger countries.

Due to its very small economy and close integration with Italy, any product certification needs in San Marino (such as CE marking, voluntary product marks, or export-related certifications) are almost entirely handled by Italian accredited certification bodies (e.g., those accredited by ACCREDIA) or other European certification bodies.
Accreditation Laboratory ISO 17065 / ISO 15185
The San Marino Accreditation Service (SMAS) has not yet developed accreditation programs for testing/calibration laboratories or medical laboratories. Due to the country’s very small size and limited technical infrastructure, there are no ISO/IEC 17025-accredited testing or calibration laboratories and no ISO 15189-accredited medical laboratories based in San Marino.
Practical Reality: When laboratory testing is required (water quality, food safety, environmental testing, medical diagnostics, construction materials, etc.), San Marino relies entirely on external accredited laboratories, primarily from Italy. Italian laboratories accredited by ACCREDIA (Italy’s national accreditation body) are most commonly used due to the close economic and customs union between the two countries.
Rating Agencies ISO 14064 / ISO 17021
San Marino does not have any locally accredited rating agencies, verification bodies, or certification bodies under ISO 14064 (Greenhouse gases) in combination with ISO/IEC 17021 (management systems certification).
The San Marino Accreditation Service (SMAS), the national accreditation body, does not currently offer accreditation scopes for GHG quantification, verification, validation, or rating activities under ISO 14064-3, ISO 14065, or ISO/IEC 17029. There is also no combined accreditation for GHG-related rating with management system certification under ISO/IEC 17021.
Due to its extremely small size and very low industrial activity, the demand for GHG verification or carbon rating services in San Marino is almost non-existent.
