Vietnam is a rapidly growing Southeast Asian country with a population of approximately 100 million. Its economy is driven by manufacturing, electronics, textiles, agriculture (rice, coffee, seafood), tourism, and strong export activities. As a major global exporter and member of CPTPP, EVFTA, and RCEP, Vietnam has been actively strengthening its quality infrastructure to meet international trade requirements and improve competitiveness.
In the field of conformity assessment and accreditation, Vietnam’s national system is led by the National Accreditation Bureau (BoA), operating under the Commission for Standards, Metrology and Quality (STAMEQ) of the Ministry of Science and Technology. BoA serves as the official national accreditation body and operates in accordance with ISO/IEC 17011:2017. It is a member of the Asia Pacific Accreditation Cooperation (APAC) and the International body, with several signatory statuses under the Global Accreditation Cooperation Incorporated MRA.
Vietnam’s accreditation system supports testing laboratories, inspection bodies, certification bodies, and other conformity assessment activities. While significant progress has been made, full multilateral recognition is still expanding, and many Vietnamese exporters continue to use foreign-accredited bodies for stronger global acceptance.

- ISO/IEC 17065 applies to product, process, and service certification bodies — it is not used for laboratories.
- ISO 15185 does not exist. This is a typo for ISO 15189 (Medical laboratories — Requirements for quality and competence).
- Testing and calibration laboratories use ISO/IEC 17025.
ISO/IEC 17025 (Testing & Calibration Laboratories)
Yes – Vietnam has a growing number of testing and calibration laboratories accredited under ISO/IEC 17025 by the National Accreditation Bureau (BoA).
These laboratories cover important areas such as food testing, agricultural products, water quality, environmental analysis, chemical testing, mechanical testing, and calibration services. BoA is a signatory to the Global Accreditation Cooperation Incorporated MRA for testing and calibration scopes, so many ISO/IEC 17025 accreditations from Vietnam have good international recognition, especially within the Asia-Pacific region.
ISO 15189 (Medical Laboratories)
Yes – Several medical laboratories (clinical laboratories) in Vietnam are accredited under ISO 15189 by BoA. These laboratories mainly perform clinical chemistry, haematology, microbiology, immunology, and pathology testing. This accreditation helps improve the quality and reliability of medical diagnostics in hospitals and private labs.
ISO/IEC 17065 Note: No laboratories are accredited under ISO/IEC 17065, as this standard is exclusively for product certification bodies (covered in section 9).
Summary Vietnam has made good progress in laboratory accreditation through BoA. Laboratories accredited under ISO/IEC 17025 and ISO 15189 are nationally recognised and increasingly accepted regionally. However, for the strongest global acceptance (especially for exports to the EU, USA, or Japan), many laboratories still maintain additional accreditation from foreign signatories (such as NABL-India or other APAC members).
GHG Verification / Validator
Vietnam does not have any locally accredited GHG verification or validation bodies under ISO 14064-3, ISO 14065, or ISO/IEC 17029 by the National Accreditation Bureau (BoA).
BoA currently does not offer accreditation scopes for greenhouse gas verification/validation activities. There is also no dedicated national GHG verification system or carbon registry in Vietnam yet (as of 2026). Corporate and project-level GHG quantification, reporting, and independent verification (Scope 1-2-3 emissions, carbon footprint, etc.) are typically carried out by external accredited verifiers.
